Adversaries continue to invest in capabilities designed to degrade, deny, or exploit communications across domains. What was once viewed primarily as a technical challenge is now recognized as a strategic one.

This requires solutions designed from the outset for contested conditions. Incremental improvements to systems optimized for permissive environments are unlikely to be sufficient on their own. What is needed are approaches that account for platform constraints, dynamic topologies, and the enduring requirement for trust in the data itself.
